Launching of Vietnam Corruption Barometer (VCB 2019)

The Launching of the Vietnam Corruption Barometer (VCB 2019) has recently taken place on January 07, 2020 in Hanoi and January 09, 2020 in Ho Chi Minh City. More than 120 delegates attended two events, including representatives of state agencies (Government Inspectorate, Central Committee for Internal Affairs, Central Committee for Internal Affairs of Hanoi’s Party Committee, Department of Labor, War Invalids and Social Affairs of Hanoi), Ambassadors of Denmark and Belgium to Vietnam, representatives of Embassies and United Nations organizations, research institutes, universities, national and international organizations, businesses, and journalists.

Vietnam Corruption Barometer 2019 collects data on citizens’ perceptions and experiences of corruption, their views on government’s anti-corruption efforts and effectiveness of anti-corruption measures. This survey is based on the Global Corruption Barometer’s methodology of Transparency International (TI), which was conducted in Vietnam in 2011, 2013, and 2016. Data were collected in July and August 2019 through direct interviews with 1,085 people in 19 representative provinces and cities across the country. Qualitative interviews were also conducted in November 2019 to better understand people’s views and experiences.

H.E. Kim Højlund Christensen, Danish Ambassador to Vietnam delivered the opening speech

The launching started with the opening speeches of Mrs. Nguyen Thi Kieu Vien, TT’s Director and H.E. Kim Højlund Christensen, Danish Ambassador to Vietnam and Laos. After that, Mr. Phi Ngoc Tuyen, Deputy Director of the Anti-corruption Bureau, the Government Inspectorate of Vietnam (GI) presented on prominent anti-corruption efforts implemented during the period 2017-2019. The methodology, key findings and recommendations of VCB-2019 were presented by Mrs. Kieu Vien and Mr. Christian Levon, TT’s Senior Advisor cum Research Coordinator. The Discussion and Q&A section ended the launching, where invited speakers shared their views and opinions on the survey’s results, then opened up the discussion to the participants.

The Discussion and Q&A section of both launches was moderated by Mrs. Hoang Phuong Thao, Country Director, ActionAid Vietnam. In Hanoi, the speakers were: Mr. Phi Ngoc Tuyen, Deputy Director of the Anti-corruption Bureau, Government Inspectorate; Mr. Le Dang Doanh, Senior Economist, Former member of the Committee for Development Policy of the United Nations; Dr. Khuat Thu Hong, Director, Institute for Social Development Studies; and the research team.

The session in Ho Chi Minh City was joined by Mr. Phi Ngoc Tuyen, Deputy Director of the Anti-corruption Bureau, Government Inspectorate; Dr. Khuat Thu Hong, Director, Institute for Social Development Studies; Mr. Pham Truong Son, Vice-Director, LIN Center; Ms. Christina Ameln, CSR Advisor and Founder, Ameln & Co.; and Mrs. Nguyen Thi Kieu Vien, TT’s Executive Director.

Mr. Nguyen Quoc Van, Director of the Institute of Strategic and Scientific Inspection, Government Inspectorate shared at the workshop: “We highly appreciate the objectives, meaning and methods of the survey. The results of this survey are valuable inputs to complement government’s own assessment of corruption situation and anti-corruption work.”
